It is located in Normanby Chambers 430 Little Collins Street, Melbourne VIC 3000 (between Queen & William Streets). The mural is found in a little courtyard way out the back and takes some finding, but one catches glimpses of it from New Chancery Lane that runs between Bourke St and Little Collins St.
The mural is by artist Polly Courtin. Born in Melbourne in 1951, Polly Courtin is an expressionist portraitist and art teacher. She has exhibited in Melbourne, Geelong, Adelaide and Brisbane since 1974. Courtin has won several art awards and her work is represented in institutional and private collections. This is her website. I really love this mural painted in 2000, and although it is under perspex, it is still exposed to the elements, and being on canvas I don't see it surviving for a long time.
