We had this very discussion yesterday!!When my sister in law first came to Australia, she did not know a single word of English. So I imagine her hand movements originally arose as a communication aid. Decades later she still loves to use her hands for emphasis.

My Hubby still thinks I am overly excited when I use my hands, but in fact, it's just part of my personality!
